    Its zoning laws are liberal in the sense that they allow a maximum of mixity possible, mostly in urban environments. In other words, they don’t discourage introducing commercial or small industrial developments within residential areas, for instance. This flexibility is seen as reinforcing proximity to work and services to residents.
