You need to be actively in a commercial trade in order to tax a vehicle commercially. Retired will not suffice and lying about your occupation would result in a false declaration. That being said almost all declarations are false anyway as the vans are occasionally used for social purposes

Yes but it's not enforced. Just because you can provide a VAT number it doesn't prove you won't use the van for private use too. Even insurance companies provide cover for personal use and the Garda do not care one bit

What I'm saying is that insurance companies obviously know that vans taxed commercially cannot be driven for social use yet they still provide social use cover presumably because the commercial use only declaration is not enforced whatsoever and never has been.

Exactly. It's a Revenue issue, not a Garda issue and it is not enforced at all.

Can you use loading bays?

I thought that for a vehicle to be used commercially it must be taxed for commercial use.
Like, if a 30 yo commercial ops for Vintage Tax it loses its use as a commercial.
