What are the current rules and rates? Is the 3000 KG reduced rate applicable? Thanks.

No - It’s changed since 2013. 13.5% of whatever the revenue thinks the OMSP of the van is. I believe you can appeal it if excessive. But it is still a massive rip off and possibly illegal. A tax on a tax on a tax. (OMSP already includes VRT and VAT)
