    Do is have to be fitted by tesla or can i use a garage

    When you buy it from Tesla, it includes installation.

    You can't officially retrofit a towbar on a pre-highland Model 3. They have 0kg towing rate unless a factory option. The only exception is a bike carrier rated towbar.
