Extractor fans and vent fans

We have a 3yr old house but the extractor fans in the bathrooms are very noisy and let in draughts. The bathroom can be freezing in an A rated house. No doubt the cheapest ones available. We don't have heat recovery. I am not sure its possible to retrofit either.

Its the same with the normal vents in the wall. They let in a huge amount of wind on some of the westerely facing walls.

Any recommendations for replacement ones with draught prevention built in?

Can the bathroom ones by changes easy enough or is an electrician needed?
