Passport request identity catch 22

    Hi I have an infuriating issue with trying to get a new Irish passport, and I desperately need help or advice.

    I am an Irish born citizen (pre-2005), and I live abroad for 18 years. My Irish passport expired, and was issued over 15 years ago so any new application for a passport needs to treated as a first time request.

    As part of the process I need to provide valid photo ID. Which I do not have at all. I have my old expired passport but this is not excepted as photo ID (by the passport authorities or anyone else for that matter). So I cant provide any valid photo ID.

    My local Irish embassy where kind enough to provide an emergency travel document to return to Ireland in 2 days to try and resolve this mess. But I am not sure where to start because now still the Irish passport office tells me I need some photo ID.

    😫 I am really at my wits end on this. Can anyone advise me what I can do once I get home to get out of this catch 22?
