Kicked out of SCEP

    Well they kicked me out of SCEP. Got a letter yesterday to say I have been 'removed from the Programme' and the department will be in touch with me to recoup any monies paid.

    They say that I did not calf down 50% of the reference number.

    Can anyone advise on this?

    No number to call, just some woman I have to send a 'Review Request' letter to.

    Fooking fuming I am. I did everything right to date.

    I was even in the initial Genotyping Pilot programme and the BDGP way back in 2015 etc. Never had a problem till now.

    Have you massively cut numbers?

    Did you only miss one of the years? Wonder if there is an option to appeal, get Vet support for “fertility issue” or similar.

    What I think happened was I started doing my own AI last year. I had a lot of repeats initially and some of the cows slipped back maybe a month or 6 weeks. So cows that calved in June last year, calved in July this year. The reference year ends in 30 June 2025, so these cows slipped into the next reference year.

    Crazy thing is, if I had known this was coming, I had could have back dated the birth date on a couple of calves. Still would have been short though.

    I had to give them back money for tags when I changed my mind and didn’t go ahead with it.

    Jaysus that's a sickener, I had a cow 1st calve in July then back to May following year. Got paid twice for her in that year but not included in the 1st year numbers at all.

    This type of action from the Dept. really annoys me…. Would it not be logical for whomever has responsibility for sending out these letters to look at your herd profile prior to sending the letter and they would have seen that some of your calving went into the next period.

    They could have contacted you to verify that everything was legitimate and they could avoid all the hassle involved in throwing you out and then you appealing it and hopefully (from a financial aspect) getting back in. Common sense and logic here would have saved every one time and who knows may even have created some good will for them.

    You should have back dated I back dated a calf born on jul 27 as I am low this year to make my reference numbers. What you can do is get a doctors note to say you where unable to farm to the full ability in 2024/5 and some things slipped I know someone that had to do this and it worked.

    Definitely this, get on to your advisor and get them to write up an appeal letter. More than likely they have had to deal with somebody else in this situation aswell at some stage.

    A letter from your vet explaining a cause for the cows falling outside of the yearly cycle might be difficult for them to argue with too.

    Trying to get an appeal letter together. I was sick with Covid all along.

    I have an ICBF report here from 31 Oct 2023 and every female here was SCEP eligible, except for 2 cows. Now when I go online, only one cow is eligible (by eligible I mean at least 4 Stars on replacement).

    My question is - can a cow that was once 'eligible' then go 'ineligible' when her stars drop, or is it a case that once she qualifies, she stays qualified? Hard to tell from the Terms & Conditions.

    Go into SCEP and click on view herd eligibility and then females, this tells you if an animal is eligible, not what their stars are today. If an animal was eligible for SCEP at any stage in your herd then she’s always eligible in your herd even if her stars drop. If you buy in animals their stars when you bought them decides if they’re eligible in your herd or not afaik.

    I remember that question was asked back in the day when we had the training and the answer then was that a Bull keeps the stars for the life of the Scheme but the Cows can change from year to year

    I hope you're right but I can't access 'SCEP /view Herd eligibility Status' anymore, as I'm locked out of anything to do with SCEP.

    I don’t see what the SCEP eligibility of your cows has to do with your problem tho. You were kicked out because you didn’t calve 50% of the reference number in time.

    I know a farmer who was half way through the BDGP scheme and decided he wanted to sell all his cows and go into drystock but he didn’t want to pay back the BDGP money he already got. He decided to make up a cock and bull story that he was depressed and couldn’t cope so had to sell the cows. He went to the doctor and got put on medication. To cut a long story short a local TD sorted it for him that he got to keep the money. As soon as the money was secure his depression magically disappeared. Something like this is your only hope imo, unfortunately that’s how things work in this country.

    agree. Be very careful on the appeal letter. A medical appeal is the best bet.


    Vet rule appeal less so as can be easily stated well why didn’t you buy springing heifers to make the numbers etc.

    No your Cows are fine as once they were eligible at any time they remain eligible while they are in your herd if their stars drop.

    If you were to sell them it would be the stars on day of sale that would count for the buyer.

    I would go with the truth if you have any sort of record of having served cows and them not holding. Did you record the serves on any apps or even a notebook? Could possibly fall under force majeure as you can clearly show you have the cows in your herd and them not holding was unforeseeable circumstances that prevented you from complying with the requirements.

    Primetime had an interesting programme on last Thur night on data centres. Data centres use a lot of electricity and water and have a large carbon footprint. Carbon emissions wise each year, 1 data centre is equivalent to 200,000 petrol or diesel cars on the road. SCEP Suckler Carbon Efficiency Programme is a cod. And I'm in it.

    I got kicked out because I didn’t apply for the extension for board Bia inspection in time. Turned out I sent it to the wrong address and didn’t see the bounce back email. As soon as it was pointed out to me I applied for the inspection and had it done well before the January deadline.

    My point is when it came to my appeal I was able to point out where the mistake came from and efforts to rectify it. Are you able to do the same?
