I think as soon as a person is being charged it is . Previous conversation should not rest specifically on a person although it often does.

And that includes links to other sites that are less scrupulous like X or Groot for example .

A general discussion keeping it non specific is ok . But that is the difficulty for mods . So in the end it gets closed down until there is some resolution .
