Misuse / Abuse of public bike stands

Has anyone else noticed private bike for hire companies clogging up public bike stands with their bikes?

These companies are often heavily venture funded so they'll be happy let their bikes rot as they go largely unused by the general public. It seems wrong to me that the stand outside my office on Merrion Square now only has half the spaces available due to the apparent misuse of public, tax payer funded facilties by for-profit, privately owned companies.

Why is this abuse being tolerated by Dublin City Council?

They are effectively dismantling the road network to force motorists onto bikes (and other forms of transport) but seem happy to have cyclists face a similar struggle motorists face when looking for parking once they manage to get into town.
