So two weeks ago I failed the test on ball joints rubber covers.

I had them replaced all good. I go for the retest today and fail again because the ball joints have now gone.

They should have just said replace the ball joints altogether instead of runner covers

If the covers were damaged there’s a good chance dirt got into the ball joints and caused them to wear. By right the complete ball joint should have been replaced, that’s what I would have done to be sure the fix was done properly and would last.

It isn’t a money grab, could easily have been avoided.

your mechanic could have had a look at those ball joints, it’s an easy test, work should not have been done until the ball joints were assessed as good.

Should have just replaced the ball joints. I don’t think I’ve ever replaced just the dust covers

Mechanic should have changed both ball joints rather than just the dust covers, he was taking the easy option

I am staying away from NCT for weekend s as they have the foreigner workers with little or no English that go to town on your car to find a minor failure that I don't get wth Irish tester's.

Ya he should. Only thing is he wants to get whole arms as he isn't a fan of pressing in ball joints due to being pressed in a thin piece of metal.

I can see his point in one way put I really don't want to buy new arms for €160 each or above

First paragraph correct, second incorrect. It is a money grab of farcical proportions, plain and simple.

Just a few weeks back, my brother in law had an engine failure during his retest. The car passed. He sat there, with NCT cert in his hand, awaiting the tow truck to take his car to the garage. All while practically new cars drove off having failed for beam alignment or other such nonsense…

The whole thing is a joke and you would struggle to find a man who even works there to disagree.

???! Isn't the NCT a car safety test though. A car that doesn't start or run does not typically represent a safety issue.

Firstly, change your mechanic!

Secondly, they didn't actually say change anything on the paperwork, did they?

As for it being a "money grab", how so? You could have had your car maintained properly before the test or got the repair done properly - it was you who skimped on your cars upkeep and now you're paying the cost.

I always taught that it as only the failed item inspected when you are retested within 28 days

Not in that case. Side slip test wouldn't have been done & shown on the fail sheet as not done.

If the car has had work done on a suspension component I'd expect the suspension to be fully retested.

The component that failed may have resulted in a section of the test being abandoned which would need repeating in the retest.

Also, the NCT Manual states:

If during a retest the tester notices any other obvious defects, then the owner shall be notified and these additional items tested. Where a reason for failure is issued with respect to these additional test items, then this will be recorded on the test report.

Yeah they can actually fail you for any reason even for a retest. I have failed a retest for the lock nut being missing after getting suspension work done

Plus if as Mr. Antonius suggests "practically new cars drove off having failed for beam alignment" then I would wonder what happened to make a practically new car* have incorrect headlamp alignment

* leaving aside the fact that a four year old car generally wouldn't be described as "practically new"!
