Motorised valves, barely open ... more than fully close!

I've two EPH 2-port motorised valves, I've recently gotten them wired in (original plumber left them permanently open), however, when they're open, they're barely open, and in the closed position, they're very closed (off the plumbing it looks nearly -45 degrees), they appear to be installed in the correct direction, however, if you were to guess, you'd think the closed position was open and vice-versa … is this normal!?
