ESB wires are under tension putting a bigger load on the pole while telephone wires just hang. Also if your ESB line makes contact with ground it will short while as long as the wire does not break the Telephone ones will keep working.
Not an excuse for Eir being slow to replace the poles but the condition of the pole is not as vital
