Insulate ground floor only-grant? Issues?

Hi,

If we get downstairs drylined (all external walls) but not upstairs, would we qualify for the IWI grant?

We are going ahead with the work as part of a larger renovation project anyway so the work is not dependent on getting the grant but obviously it would be a help so curious if we're eligible.

Also are we opening ourselves up to potential issues with cold bridges or damp if we only do half of the house?
