Wood pellet boiler: what’s this wire for?

First time posting in this forum so go easy on me! Can anyone tell me why the wood pellet feed and return pies have what looks like an earth wire attached? First time posting in this forum so go easy on me! Can anyone tell me why the wood pellet feed and return pies have what looks like an earth wire attached?
The wire in question is the exposed copper wire strands in the photo which are attached to the vacuum/hoover pump with the blue coloured wire connector.
There is a similar setup at the other end of each pipe at the bottom of the pellet hopper. Thanks

Odd way of doing it with uninsulated wire, but it's to try to minimise the static build-up so that the voltage potential is reduced so for one you don't get a static shock off it, but secondly it should reduce the instance of the dust clinging to the plastic pipe.
