If not a local councillor might be interested in helping your community by proposing one.

There is a lot of talk on where to report here… In my opinion council would be most likely to act, probably only on the parking on footpath issue unless there is a by-law in place…

But have you tried expressing your concerns to the neighbour directly? This would be my first course of action.

Most Councils won't deal with this stuff. Here in DLR, their parking wardens will only deal with paid parking issues, because protecting the Council's income stream is far more important than the safety of vulnerable road users.

Gardai may be a better option. You could try reporting it through their portal. It's a bit harder for them to ignore these reports than to ignore you at the public counter.

You could make the same report every day that you see it, which might get a bit more attention.

I'd find who the planning went through for it, then they can't really say it's not them
