SIM cards not working in iPhone 13

Purchased a refurbed iPhone 13. Phone is in perfect condition. Everything works as it should except for the SIM card. We have tried 3 different cards all with the same result. See below picture. It does recognise that a sim has been inserted but cannot read it.
We have verified that there are no SIM card restrictions. See below.
Any ideas on what we need to do to get it working. Thanks.

It's either faulty or blacklisted i'd guess, return it.

This, I'd lean towards it being IMEI blacklisted, or faulty. To the OP, as DM has advised, return it.

If you tap on “Used as primary”, there should be a “Turn on this line” option, is that there?

Yes - should try this. Another option is to try an eSIM. If these options do not work then return it.

thanks all. I will be on to the seller as soon as they reopen tomorrow. Was a Christmas present for my daughter so very annoying to be honest.
