When a child is born in this country, this triggers an application form to be sent out to the mother, I assume it’s registration with the register of births that triggers it. If a child comes into the country after birth the mother has to send in an application off her own bat. But that the two ways children can get a pps number. Once allocated a pps number you are in the system for the rest of your days.

probably not directly is the answer when a birth is registered as part of the registration process a ppsn is generated which is in the system that parents/mothers then use to apply for child benefit / gp cards etc. So there is no need for them to access any other database as the office has the details from when ppsn was generated and any childhood benefits such as child benefit

They Don't, Hence the reason you are required to bring, Photo ID & POA along for the issuing of a first PSC. They then take a Digital photo. They'll have a person's PPSN but will need to verify a, persons identity before issuing a first Time PSC. A person's DOB does not appear ON A PSC, Just their name and PPSN

Agree, I don't remember being asked for that information except when registering the kids births with the GRO. DSP must have access to the GRO records if they know the hospital or address where someone was born. From the DSP pov, it makes verifying a person's id easier if they can just cross-check the gro database before issuing a psc card.

IMO, everyone should be issued an official PSC/ ID card iat birth, or when a residence permit is granted.
