So your statement is: no one used it.

The paper you referred to says:

The electricity monitor was deemed to be effective as a support to those achieving peak reduction (91% rated it as an important support) and shifting to night rates (87% deemed it an important support).

This referred to 5000 households and 650 businesses. 91% and 87% resp. finding this an important support is not quite 'no one used it'.

However I do agree that the research has found that it's not significantly more effective that other measures. So I take your point that it's not money well spent by the government or electricity providers.

Anecdotally however, I have noticed a big difference where people use displays. I have family that don't live in Ireland and have dynamic (hourly) electricity pricing and have shifted large amounts of their peak usage. But this is not applicable to the general population because my family are either retired or WFH so are able to shift it. Also in the case of an EV you can make a massive difference by not charging at peak hours.
But once you have gotten the hang of it after a few weeks or months you can do without the display.
There are some devices that just cost €25 and plug into your meter (

Save on your energy bills with the Wi-Fi P1 Meter - HomeWizard

for example). Your data is then accessible on your mobile phone. That's money well spent. You can also sell it on if you fancy. But this simple device is not working in Ireland because they have the p1 port blocked for some stupid reason.
