Old Phonewatch system - Engineer Locked?

    Hi all, just moved into a new house, looking to get up on the alarm system that's in place.

    Current one is Phonewatch, don't know specifically when it was installed but it's quite old, analogue keypad with worn buttons. Was going to with Phonewatch but their subscription fees are astronomical. in any case I'm looking for unmonitored: something that makes noise and doesn't film me. Reached out to an installer and being told that it's engineer-locked and I need a new altogether, am I being sold a pup or is this standard? Cheers
