Garden room height restrictions

    Hi

    I can't really find the exact regs on this. I want to build a garden room in my garden, it'll be within a metre of the boundary. From what I can see your allowed 3m here flat roof vs 2.5m in the uk. I want to build it at the back of the garden, the garden is already split with a retaining wall, 400mm high. So am I looking at 3m from the lowest point in the garden or can I go 3m high either way.
