I used to work in the PRA 20 odd years ago. As far as I know, there is no requirement to inform the owner that someone has bought a copy of their folio. This may have changed, but I doubt it.

The property alert works where an application is lodged concerning a Folio that a property alert has been set up on. The alert is not generated after a change to the register. A person who creates a property alert on a Folio gets an alert when the application gets created on the system to give the person who created the alert a chance to investigate the type of application that has been lodged. If you search a Folio on land direct and see a D2024LR 6 digit number it means there is an application lodged concerning that foilo.
