Have permission but cannot get it in writing to wrap front of house?Anyone help please

A “councillors says so” isn’t worth the paper it’s written on.

Whether you need permission is debatable. But you definitely do not currently have permission.

Sorry but that doesn't make any sense. Have you made an application for a Section 5 declaration or has someone (you, an agent, a councillor) wrote to the planners asking if permission is required? Normally your proposal would be exempt.

Get your Section 5 declaration and you are sorted. Nothing to worry about.

Usually not. But in order to be exempt for planning, there needs to be an exemption that applies. There is no general exemption for external insulation. So you are relying on the exemption for "not materially affect the external appearance". Which will cover most instances, but not all instances of EWI. If contractors are wary, they were be a reason for that. A section 5 declares gives the OP some solid in writing.

@dannyo666 what is the current finish of the front of the house. Brick, rendered, dashed, etc. Semi-D, terrace etc?

And rendering over brick will materially affect to appear to not be consistent with neighbours, not exempt under that clause.

Speak to the planners. They might pass it off with a section 5. But by the letter this needs planning permission

I never said it could not be done. I simply pointed out the planning requirements. You said in the OP you have permission, you don't unless you have a planning grant or a section 5 in your hand

I dont know who is telling you all these stories. First you thought you had planning permission from a councillor and now you say that a section 5 is no good. You obviously dont understand the planning system and getting confused with the various terminology which is fine. But you should consult a local professional if you are completely lost in all of this.

My no good I assume they've been advise that a section 5 application is unlikely to be granted as no applicable exemption exists. If granted, it would of course be good.

Planning law exists for a good reasons. The change may be minor, but you are changing the look of the house. It might not matter much in your case. But the next house may have only been deemed permissible as it was a brick finish in keeping with surroundings. Or house that contributes to the character of a street etc,

The only only way to deterring which cases where it's an issue and where it is not is to lodge an application.
