Gas powered tankless water heaters

These seem to be very popular in the US. No tank, just instant hot water via natural gas.

i've never seen one in Ireland. Are they not workable here or what's the story?

Yes, you would see them here in commercial premises. Work well and can deliver very high hot water demand.

But in nearly all boilers in Ireland you must heat your water in a tank first. This type doesn't have a tank, just instant hot water.

Wonder why they haven't caught on here

In the case of a combi boiler you don’t, it operates like a traditional boiler but additionally (and separately) can provide instantaneous hot water demand similar to the Rinnai water heater you mentioned.

A combi boiler is a more comprehensive solution for a house as it serves your central heating needs and also provides domestic hot water (in most cases without the need for a hot water storage cylinder)

Thr Rinnai water heater is for domestic hot water only.
