Apartment quality

Looking to buy Apartment or house, more likely apartment as probably cheaper. I work in Dublin 7. I was browsing the new Phoenix Park Apartments. Anyone know of the quality of the build etc?

Any advice welcome. Even an apartment in the Docklands would probably work. I'd say budget is a max 450,000 but closer to 350,000 would be much better.
