VAT on B2B sales from Ireland to EU countries

I am a VAT registered business in Ireland. I am a little confused around the VAT rules to other EU countries. If I sell to a business in the EU that is VAT registered do I apply VAT at the rate of that EU country. (ie to germany @19%) If the company is not VAT registered what do I do then? Thanks

The following link to the Revenue.ie site should assist- it sets out the conditions that apply when trading with other EU businesses which are registered for VAT. If not registered, you charge Irish VAT.
