Volvo C30 Won't Start

My 2008 Volvo C30 2.0d wouldn't start this morning. There is a message on the dash that reads 'turn steering try start again'. I was told this is probably a failed steering wheel lock and it can only really be fixed by a main dealer or Volvo specialist, would this be true? Has anyone else on here had this problem?
