Petrol pump. Incorrect measurements

Has anyone here reported to nsai a petrol pump under delivering fuel. And what was the response? To give some background, I used a 10L petrol can (that usually holds about 11.5L when brimmed) But I was able to put in 12L, and still have space to put another ½ to 1L in. Surely a 10L can wouldn't hold 13L. 30% of empty space…

I was having a brain fart... I was looking at the price, not the L
