Can leap cards be used on bus services between cities? Like Galway to Dublin?

Not on Bus Eireann anyway. And I'm not sure about all the various private operators.

And nope. The balance is physically stored on your card (to allow for offline transactions in areas with poor coverage) so the website would not be able to deduct the balance.

You can load some tickets to your card via the Leap Card Top Up app, and you can purchase tickets with your debit/credit card using the TFI Go app.
