might not look neath , but possible.
Have had diagram posted back few years, cant find it , but basically you will need switch at every (apart last) point in the loop if you want to have 1GB Ethernet in all rooms.
5 port switch will let you have x3 ports available at the point

well, they need power to operate. PoE could be used on last the hop, i guess. There is PoE forwarding ( 802.3bt ) but what would it cost
Effectively, for new buil, its a mess, will cost a lot either to rectify or maintain(additional equipnent + power prices not dropping) as well as aestetics ruined to the degree.
Some one will have to pay, but i dont know where you(friend) stand from legal prospective
