Would they not be better off investing our money in public transport which is their primary business.

Yes, a lot of the planned frequency increase for the rail network require significant upgrading of the train signalling systems and level crossing operations.
Basically modern signalling and control systems are needed, to increase how many trains a section of track can handle per hour.
