You can withdraw cash from revolut I think. So that's not a problem in itself.

You can also create your own paper trail of payments and dates and send them to landlord after every payment.

I wouldn't want to be paying cash either. It's completely stupid.

Unfortunately living with your landlord means you have essentially no rights; unless whatever agreement you have with her says otherwise, she can kick you out at any time with "reasonable notice" (probably more than a week, but probably not more than a month...) even if you aren't in arrears. If you push back on paying cash, you can likely expect to get the boot, sadly; there are far too many desperate people out there looking for somewhere to live who will gladly put up with her demands.

If she flat refuses to take anything except cash then she's almost certainly committing tax fraud or hiding that income for some other reason. You could always report your suspicions to Revenue. There is always the risk that, if they do come sniffing around, she'll assume it was the licensee who didn't want to pay cash who turned her in, though.

I thought that tax allowance (14k) was for owner-occupied room renting, not full property?

The 14k also includes money towards bills as far as I am aware. OP mentioned two other tenants in their story.

1 Euro over and you don't get the allowance on the entire amount. It's not applied on a marginal basis

So she's doing rent a room scheme, is she collecting more than 14000 a year. Tell her it's out of your hand you have no bank card, if she's stuck you can send here money via revelout or else she will need to wait a few days.

So its owner occupied. She can request to be paid however she likes. You can report her but she has a tax allowance of 14K to rent rooms out. If you dont want to pay in cash, you could always leave.
