Compensation when attacker has not been caught

Can someone in the know please settle an argument I am having with a friend. He insists that one can claim compensation for physical injuries etc sustained during an unprovoked attack by strangers.

I know next to nothing about the law but who would pay the compensation if the attacker wasn't caught?

Does anyone know for sure either way?

Scheme of Compensation for Personal Injuries Criminally: If you have experienced personal injuries as a result of a crime, you may be entitled to compensation under this scheme. The Scheme also provides for the dependents of a victim of a fatal criminal injury to receive compensation. The Scheme is funded by the Department of Justice and administered by the Criminal Injuries Compensation Tribunal.

Depending on the circumstances there could potentially be operative insurance policies which may pay out.

You would be right in most cases however, damages would be claimed from the guilty party, and if he is not to be found?? No money.
