Bleeding or Venting a radiator

    The most recent installation (2 years ago) of one of my radiators has a different fixture for bleeding. It differs from the older radiators in the house in the design of the fixture - it has a plastic thumb screw on the outer rim which I tried to release. It merely turns without having any effect. Between this and the radiator proper is a hexagon nut which would require the use of a spanner to open or close. Is it the case that releasing this nut opens the valve to allow the air to escape?
