Bleeding or Venting a radiator

The most recent installation (2 years ago) of one of my radiators has a different fixture for bleeding. It differs from the older radiators in the house in the design of the fixture - it has a plastic thumb screw on the outer rim which I tried to release. It merely turns without having any effect. Between this and the radiator proper is a hexagon nut which would require the use of a spanner to open or close. Is it the case that releasing this nut opens the valve to allow the air to escape? The plastic bit has a small hole in it to act as a spout when you turn the nut just like a normal one so that the water doesn't go everywhere. Just rotate it so the hole points to whatever receptacle you're using to catch the water

you need one of these to fit over the square nut to open the rad

The design of the valve is totally different from the other older ones throughout the house which is what puzzled me. I can see the small outlet on the plastic bit and also see the metal core is compatible with the conventional key. Thanks for the advice.
