Should a dummy alarm box led be on all the time?

Hi there, I've recently got a new dummy alarm box. The led flickering is always on, day and night, is this normal? Does every dummy alarm box stay on all the time? I'm asking because I only notice them at night usually. Thanks!

I don't have a dummy one but the lights on the real one scroll constantly.
