Part L Major Renovation

I'm aware that if you upgrade more than 25% of the envelope of the house you trigger the Major Renovation Clause and have to meet other criteria as per Part L. Does pumping the cavity contribute towards this 25% area or is it only internal plasterboard and external insulation?
