Switching off Contacter on mains switch in apartment

    Hey I've noticed that my day night meter disc spins really fast when the electricity is on, I did a process of elimination and noticed that when I pressed the contacter switch on the mains down, the disc spins slower. Is it ok to do that? The thing was even when nothing was plugged in the disc was spinning fast,

    even when I switched off the main flow of electricity with the mains switch in the apartment the disc on the meter kept spinning but slowly, then when I turned it on again it went faster.
