Local Government Pay Scale Change During Promotion

Hi! There's a promotion coming up at my local authority and I had some doubts about the process. I have taken two example salary scales from forsa.ie.

Assistant engineer: 40,422 – 42,913 – 44,741 – 46,588 – 48,421 – 50,259 – 52,114 – 53,968 – 55,822 – 57,679 – 59,547 – LSI 1 61,454 – LSI 2 63,365

Graduate engineer: 33,029 – 35,677 – 39,466 – 42,920

So let's assume I am a Graduate engineer, currently, at €33029 (not completed a year yet), I am applying for the Assistant engineer post in the same department, and I meet other eligibility requirements.

1. How would it be decided as to which point on the salary scale will I start with in the new role? Does it depend on the number of years of experience I have in the LA?

2. Is there a level of negotiating I can do?

3. Am I right in assuming that each year the pay increases to the next point as shown in the salary scales?

Any help would be much appreciated :)

Minimum of the scale in that particular case.

However, if you were a graduate engineer on either of the last two points, you would go in up the scale due to starting pay on promotion rules.

So the person on €39,466 would start on €42,913 because of

"(iv) Where the minimum of the new salary scale is greater than existing pay by an amount less than the first increment on the new scale, the officer may enter the new scale at the minimum plus one increment. "

And a person on €42,920 would go to €46,588, quite a jump owing to €42,920 being higher than €42,913.

"(i) Where the officer's current salary is above the minimum point of the new scale but below the normal maximum, the nearest point above the officer's current salary point plus one increment"

You would go on point 1 unless you have civil/public service experience in an analogous role and/or your current salary was higher than point 1.
Not generally, although this may vary slightly in the public service (I'm in the civil service myself). However, I've only heard of negotiations where the prospective employee had a strong bargaining position for an in-demand role; the ones I've heard of were in IT.
Yes, except the LSIs and assuming your service is satisfactory. LSIs (long service increments) require a few more years for each - usually 3 apiece.

That's a civil service starting pay on promotion not Local Government circular. Rules can be different in each sector.
