Should I Add Radiant Floors?

I'm building a house in eastern Washington State. Our floors downstairs will be polished concrete and upstairs it will be all LVT with a stone pattern. Before the basement slab pour I added the insulation and tubing necessary to have radiant floor heating if I want to add it later, but now my wife is pushing for adding it upstairs as well. Our upstairs will be the master bedroom, bath, kitchen, and living room. Regardless of radiant heat we will also have forced air, so radiant is just for foot comfort. If you were me, would you spend the extra for the addition of radiant heat under the upstairs LVT?
