It's come up in conversation and personal experience that some groups are saying they are going to pass on you details to other people. Is this allowed?

Reporting animal cruelty is one where a neighbour has been afraid to report because they were informed that their name would be passed onto the person that the complaint was made against. I also told by another group that my name would also be reported to the complainant regarding reporting a car left out on the road with no tax or insurance. The animal cruelty reporting has happened to two different people and it's the same lot who are telling people they will pass on your details.

I don't know if they are actually passing on the info or are they using it as a threat to cut down their workload.
