Advice on connecting a PC and a laptop

I have a PC running Win 10 and connected to the Modem via a cat6 cable. We have just got a new laptop running Win 11 which connects to the internet via WiFi.

I would like to connect the two in some sort of home network so the laptop could access files on the PC.

I would be grateful for advice as to what settings to change and on which or both devices.

Additional/different steps/settings would be required if you want to have certain restrictions applied (e.g only some users allowed)

It will be a nice opportunity to set up and trial a mini network, where you will learn so much just by messing around and trying!
