A brief outline of the scenario - sale of second hand property, an engineer has verbally confirmed the property is not in compliance. Both the vendors and buyers solicitor know one another and have proven to be untrustworthy in the past both independently and between one another - it is a mortgage buyer (who also has had questionable dealings with said buyer solicitor in the past) - knowing this and having reviewed the number of struck off solicitors on the law society website (with client accounts moneys and mortgages being a very frequent reason for being prosecuted) along with the majority of complaints pertain to conveyancing ...

Is it possible for them to conspire / get around the compliance to get the mortgage sale to go through?

The vendors solicitor is a very underhanded individual and has the reputation of being a money grabber.

Will the bank not check as it's a mortgage buyer?

As the opinion of compliance will need to be provided to them with the title deeds to prove its in compliance with planning?!

The bank does not check. The bank relies on the purchasers solicitor to confirm all in order/title is 'clean'.

It is beyond me, why you'd want to have anything to do with such a bunch of crooks, presumably even the engineer is in cahoots as well, since he does this stuff for a living so he's bound to be well known to them as too.

Best strategy is to exit stage left PDQ, otherwise you'll look like an awful idiot have to explain yourself: yes I know they were crooks, but I went ahead anyway.....

That’s a very weird assumption. If the engineer was I cahoots. Why would he introduce the fact that it’s non-compliant? Would he just stay quiet?
