Youth Rugby Transfer regulations

    Does anyone know the regulations around transferring a youth player (U15) from one club to another.

    Firstly if the current season finishes can they just sign up with a new club for the next season without having to xfer?

    I know if its mid season there is a process and bit form filling to be completed so just trying to decide the cleanest way to complete it if he does decide to go ahead. I know they can play up a year for their current club but that's not a great option at the moment. It's not a decision we want to take lightly but dwindling numbers lack of commitment in the squad are starting to spoil the enjoyment so just want to explore all options

    Its still very early in season so not mid season yet and transfers still can be made. If dwindling numbers are the issue can the club not look to join with another neighbouring club or another club that is also struggling for numbers so as to keep kids playing games.

    Below are Leinster regulations but they will be similar enough in all the other provinces.

    I can only speak to the rules in Munster but generally speaking transfers are not allowed at underage except in certain specific circumstances , for example if you have moved house to a new town or whatever.

    Generally speaking , moving because you want a better standard of coaching or playing usually isn't an accepted reason for a transfer even in the off season (although you can make your case and see how it goes).

    If the original club is not fielding at the given age group then a player can apply for a Season long loan to another club to allow them to play , again the branch will usually not allow for a full transfer.

    An amalgamation as described by Lost Ormond above is also not at all uncommon especially at the older age levels (16s/18s) where numbers begin to drop off.

    My experience in Leinster is it's very difficult to transfer and if the existing club has a team fielding at his/her own age group or a year older then the player must play with that team. If not then they are allowed move for one season only.

    typical leinster regulations:

    Leinster Youth/Mini Transfer Regulations

    The transfer of a youth or mini player from one club to another shall be authorised by the Leinster Youths Committee.

     

    The following are the guidelines under which a transfer may be authorised and approved:

    1. All boys/girls under the age of 14 are eligible to transfer.
    2. Where a boy/girl’s family moves home he/she may apply to transfer to a Club nearer to his new home within 12 months of the change of address.
    3. If the boy/girl’s Club is not fielding at the Age Group.
    4. Where a boy/girl changes School an application will be considered within 12 months of that change.
    5. Where a boy/girl has not played any competitive game in the previous year.
    6. On the establishment of a new Club.
    7. Where a boy/girl’s home is deemed to be significantly closer to the Club he/she is applying to join.

    All transfers requested under criteria 4 & 7 will be assessed by the committee with regard to the circumstances of each individual situation. A moratorium period of 3 months will apply to transfer requests under criteria 4 & 7. 

    Transfer requests sought under criterion 6 must not include players who clearly live a lot closer to their current club.

     

    An appeal against the decision of the Youths Committee on any transfer decision must be put in writing to the Secretary Youths Section, Leinster Branch by the player or Hon Secretary of the club to which the player wished to move to within 14 days of the decision being communicated to both parties.
