Cctv cable run

I would like to get cctv installed. I have a spare duct/pipe in my virgin media box at the side of my house, I’ve attached photos. could I use this to run my cat5 cables instead of drilling holes? Or would it be a security risk having cables to low to the ground?

Where is the OBO box in the second picture? Why is Virgin Media running through this.?
I would prefer to work from scratch. Where are you thinking of locating the recorder and the cameras?
