CH header tank overflowing with CH is turned on

Hi all,
I have an oil burner with 3 zones, upstairs, downstairs and copper cylinder. Any time I turn on the boiler, water is overflowing from my CH header tank. I originally thought the was something askew in my copper cylinder but it's happening even if I only turn on downstairs or upstairs. It only happens with the boiler is turned on.

Anybody have any ideas? Perhaps the ballcock in header tank is faulty but then it would be happening the whole time right?

Not a plumber but my guess is a leaking/ perforated primary coil.

Unlikely, IMO, if its only happening with boiler in service.
Could be blocked cold feed or could be too high a setting if a new circ pump installed recently.

Or too high a water level in the expansion tank - caused possibly by a wearing ball valve.
