To plaster or to wallpaper

All, looking for advice, removed wallpaper from wall as it has been slowly coming away around the radiator. I am now left with walls full of blemishes. The attached photos show really whats there. How best to repair now. There are also some hairline cracks. At one corner there seems to be a wooden batten, again what to do…

Skim coat or put back new wall paper, any thoughts
