Are there yellow speed vans in this country?

Reason I'm asking is I drove past a yellow van which was about the same size as a speedvan and it had high viz markings on the back of it. It was parked where a speedvan often parks on the outskirts of athlone... I'd appreciate any responses to this question to put my mind at ease.

It could be a detection van put there to see if a speed van is required there.
There was a mention of it in the past before they went gung-ho and put the bloody things everywhere.

Yellow one in the picture in this article from 2017. Definitely Irish too, as it has an as Gaeilge "Go Mall" (Slow) sticker.
