NCT Front suspension imbalance

Front axle shows imbalance of 23%, fail limit is 30%, should I replace front shocks or could something else be the cause of this.

I would not worry about it, replace only if it fails on next NCT test.

I don't think this imbalance test is really trustful. 2 years ago I got imbalance of 20-ish% on both sides of front axle, then 1 year later I got 14% and 7% on the same car, nothing changed. It doesn't make any sense to me.

The NCT do not examine the shock's . You could have 2 useless shock's , they just check the imbalance .If they meet the tolerance they will pass. Two year's ago NCT said they were bringing in a proper test ,to check each separately. I imagine the lift problem and covit put this on hold.

Depends on the shock readings when it comes to imbalance. Rounding it up to a 25% imbalance for example, if the shock readings were 28 and 21 , they are both good shocks but the readings are so look it makes the imbalance look high. Whereas if the readings were 60 and 45, it would pass but there’s definitely an issue with the shock reading 60 and I would replace both.
