Discoloured Kitchen tiles

    My mother put down tiles in the downstairs hall and kitchen about 10 years ago. In the past few years she noticed some tiles were completely discoloured and it looks like a dark layer on top of the tiles, which can be scraped off. As you can see in the image, the discolouration only affects some of the tiles, so just wondering what this could be and is there a good way to remove the layer?

    I am no expert however could it be dampness or the effects of dampness? Maybe mildew or mold as a result growing on the surface?

    Thats a sealant - most likely polyurethane. It's a standard shortcut taken to enhance tiles by sh1t installers/cleaners. It'll scrape off but looks really thick in the grout lines. Get them cleaned and sealed by a reputable company with a solvent impregnator/resin sealant. I own multiple specialist cleaning brands and we come across this all the time.     It's worn off in the traffic areas btw, the reason its darker now is that it oxidises over time and browns; it could also be acrylic come to think of it.
