Raised beds over gorse

I have a bit of land that's covered in gorse at the moment. If I cut the gorse down to ground level, and then put a raised bed over it for veg with cardboard at the bottom will that stop the gorse growing up through it or do I need to totally kill it off before doing anything else?

You need to dig out the roots or the gorse will come back stronger than ever through the raised bed.
