Earth Inspection Box Exposed

I see it says earth Inspection and from googling it's an earth Inspection Box which I haven't a clue about. Is this dangerous being exposed and should it be recovered with some concrete?

Forgive me I know nothing about these! :)

No - it should never have been covered with concrete. It must remain accessible for inspection, testing and maintenance. That's why there are screws on the lid in order to enable access.
